The meeting was chaired by Kornél Szepessy, CEO HungaroControl and the head of the Croatian Air Traffic Controllers´ Association, Zeljko Oreski. More than 40 participants discussed numerous topics ranging from the current status of SES2+, the FAB CE Performance Plan and ongoing activities regarding interFAB cooperation. One major point of the discussion was on how to deal with unplanned traffic increases caused by regional crises. Jozsef Bakos, Head of ATM at HungaroControl, presented the common approach developed by the FAB CE OPS Sub Committee (Presentation: “A common FAB CE Plan to cope with sudden heavy increase of traffic”)
Matej Eljon, the newly appointed Director of FAB CE Aviation Ltd., talked about the new Compnay and ongoing call for tenders for project support services. Danube ATCU called for a common FAB CE approach for "Just Culture Guidelines". In addition, union representatives recommended the harmonization of the quantitative Safety Indicators.

The participants of the FAB CE Social Dialogue forum had a consultation about their views regarding SES II+, the common strategy of FAB CE, the tasks of the new FAB CE legal entity, the impact of the restriction in Ukrainian airspace, the opportunities to further improve the cooperation between European FABs as well as HR&TRN activities. The conference was co-chaired by Kornél Szepessy, current Chairman of FAB CE CEO Committee and CEO of HungaroControl, and by Alexander Rovina, air traffic controller of Austro Control representing the FAB CE Union Alliance.

The Social Dialogue Forum, held on April 30 in Prague, was chaired by Mr Dragan Bilac, FAB CE CEOC Chairman, and co-chaired by Mr Janos Lakatos, who represented the FAB CE social partners, and is also the Chairman of the Danube ATCU, a trade unions association representing the air traffic controllers from Austria, The Czech Republic, Hungary and Slovakia.
The EC representative Mr Patrick Bernard, and Mr Zdenek Jelinek from the Czech Ministry of Transport, as the Chairman of the FAB CE Committee, also participated in the forum.
The next Social Dialogue Forum will be held in October 2014.

The FAB CE Social Dialogue Workshop was held in Zagreb on 12th December 2013, hosted by Croatia Control. It was attended by 25 participants: Chairman Dragan Bilać (FAB CE CEOC Chairman), Co-chairman Peter Biro (FAB CE Unions Alliance), Program Manager Ivan Hubert and staff representatives from 7 unions from 4 ANSPs.
In his welcoming speech Mr Bilać expressed his gladness with re-starting SD relations after over one-year pause since the last SD Forum took place. He announced expected completion of the FAB CE Strategy at the beginning of 2014. New strategic roadmap will be based on a so-called Freemove Scenario and will introduce a Free Route Airspace within the whole of FAB CE as its most significant element.
Furthermore audience was presented with the status of the FAB CE projects and latest developments by Ivan Hubert, Program Manager, as well as the possible impact of the potential social issues in the projects to the ANSPs staff by Chairmen of Human Resource SubCommittee Zoran Jakšić and of Technical SC Michael Loeffler.
In light of the ongoing process of the European ATM reform through the SES 2+ Initiative aimed at accelerating the process of the overall SES implementation, in particular regarding its objectives related to the cost efficiency, performance and defragmentation of the European airspace, all participants stressed out high importance of cooperation and active participation of all SD partners.
Mr Bilać announced that next Social Dialogue Forum will be held in Prague in April 2014.

The FAB Central Europe 1st Stakeholders Workshop was held in Prague, at Czech ANS Jenec IATCC premises, on 5 March 2008. The Workshop was attended by over 50 participants, including FAB CE States representatives, CAAs, NSAs, Military ATM, ANSPs, IATA and several Staff representatives. This wide audience was presented with the status and expected concepts related to FAB CE implementation.

FAB CE attended the first PIM (Periodic Information Meeting) and presented the overview of FAB CE Feasibility Study project.

A Small Scale Real-Time Simulation (SSRTS/9) of FAB CE Military Advanced Concept of Operation (CONOPS) has been conducted between 15th – 26th of October 2007 by the EUROCONTROL CRDS (CEATS Research, Development and Simulation Centre) in Budapest, Hungary with participation of civil and military controllers from the FAB CE States and operational experts from CFMU.
The simulation was run to evaluate feasibility of FAB CE Military Advanced Concept of Operation in the frame of Central Europe FAB(s) feasibility study project.
The simulation aimed to assess from an operational point of view the feasibility and added value of Airspace Management (ASM) / Air Traffic Flow and Capacity Management (ATFCM) integration and Collaborative Decision Making process at FAB level.

European Commission Consultation Process - Commission Regulation (EU) 176/2011
Functional Airspace Blocks (FABs) shall be implemented by 4 December 2012. Currently, we have entered the consultation phase.
As part of FAB implementation and to facilitate an exchange of views, Member States in all FAB initiatives will consult other Member States, the European Commission, EASA, and other "interested parties". The consultation material of all FABs shall be submitted to the European Commission.

The implementation of FAB CE will maintain and wherever possible improve the current level of safety notwithstanding the increased traffic through the establishment of a common safety management system.
FAB CE has put in place an ongoing safety assessment process that will result in the production of a FAB CE Safety Case. The FAB CE Safety Management Systems Roadmap plans activities in the safety area with the aim to harmonize the existing national Safety Management Systems processes within the next five years and manage safety efficiently.
The ATM services within the FAB CE will be provided in an environment characterised by cross-border airspace design and extensive cross-border sectorisation. The airspace design process will therefore not be constrained by borders between the FAB CE States but will be based on operational needs and air traffic flows resulting in better horizontal and vertical flight efficiency, improvements in productivity and the consequent increase in capacity.
Substantial Benefits for Airlines and Passengers
Through the implementation of the FAB CE Airspace Plan around 4 million km are saved in excess route distance by 2015 from route improvements, increasing to 14.7 million km saved by 2018, with the implementation of “Free Route Airspace”. The consequent savings in CO2 emissions are 44,260 tons by 2015 and 162,150 tons by 2018. More than 70 proposals for route optmisiations are to be implemented within FAB CE as part of the Airspace Plan 2012 and the FAB wide „Free Route Airspace“ should be fully operational by 2018.
„Free Route Airspace“ Concept in FAB CE
With the „Free Route Airspace“ concept the expected benefits are even more substantial. Users will be able to freely plan a route between a defined entry and exit point, with the possibility to route via intermediate (published or unpublished) way points, without reference to the ATS route network.
Implementation of “Free Route Airspace” has already begun in Croatia and Austria. The step by step realisation within FAB CE will result in incremental benefits by applying “Free Route Airspace” structures and principles and deploying “Free Route Airspace” stepwise across the borders to a FAB CE wide implementation by 2018.
FAB CE will result in a reduction of flight delays, while at the same time handling more air traffic. Capacity will be increased to cope with the expected rise of traffic. The Enhancement of Civil Military Cooperation and application of the Flexible Use of Airspace will also be a benefitting factor to capacity. FAB CE is projected to improve financial and economic cost-effectiveness by around 3-4% compared to the situation without the FAB, as indicated by the CBA.
The number of flights within FAB CE in 2012 is around 1,907,000, increasing to 1,994,000 in 2014, based on a “base” traffic growth scenario. Considering the planned reduction in average delay per flight from 781,870 minutes in 2012 to 658,020 minutes in 2014 a total of 123,850 minutes of delay are saved.
A Communication network is the Key enabler for cross-border operations. It will improve cost efficiency by replacing the point-to-point connections with network connectivities. Frequency management will allow best use of limited aviation radio spectrum. The above mentioned measures will represent € 1.1 m savings in 2012 which will gradually increase to € 6.6 m in 2017 and onwards. Implementation of the new technology based on the common roadmap, will bring a capital cost reduction of € 5.2 m spread over the period 2012-2015.

FAB CE is a joint initiative of seven States and Air navigation service providers (ANSPs) from Central Europe - Austria, Bosnia & Herzegovina, Croatia, Czech Republic, Hungary, Slovakia and Slovenia – sitting in the heart of Europe and managing critical air traffic flows across the continent. Our airspace covers more than 529,000 km², which we manage within 63 airspace sectors and from eight area control centres (ACCs).
We are working together within a functional airspace block (FAB) regional airspace alliance to deliver the European Union’s vision of a Single European Sky (SES), a unified European airspace operating across national boundaries. This work will improve safety, reduce flight delays and costs to all airspace users and control the impact of aviation on the environment no matter how much demand for air travel increases.
