FAB CE’s ATCO training benchmarking activity in 2024 continued the structured approach of the previous initiative which was about the ATCO selection process.
A detailed questionnaire, developed by the HR SubC Chair in collaboration with training and PSO experts, explored six main areas within the ATCO training domain: training planning, regulation, documentation, resource allocation, performance metrics, and training methodologies.
The survey was circulated among FAB CE ANSPs during the summer of 2024. Responses were analysed and further discussed during a dedicated workshop held in Split, Croatia, on 1 October 2024. Parallel literature research supported the development of the final report, which was completed in early 2025.
Key Observations – General Insights
The benchmarking revealed that while ATCO training approaches across ANSPs share common ground, there are also meaningful differences influenced by organisational structure, capacity, and internal processes. The activity highlighted opportunities for:
- Enhancing the consistency and efficiency of training delivery in some elements across the region
- Improving coordination between selection and training functions
- Strengthening methods for monitoring trainee progress and adapting training paths to individual needs
- Exploring modern tools and practices that support more resilient and flexible training programmes
- Fostering collaboration among ANSPs to share resources and best practices, especially in the use of digital training aids.
Detailed results with all recommendations, data comparison and relatable literature findings are compiled in a FAB CE ANSPs ATCO Training Benchmarking Activity deliverable document.
Looking Ahead
Building on this benchmarking effort, a follow-up activity focused on the life-cycle management of the ATCO profession will be performed during 2025.
