Organized by BHANSA, the FAB CE Social Dialogue Forum was held in Mostar, bringing together representatives of air navigation service providers and social partners from the Functional Airspace Block Central Europe (FAB CE) region. 

 The FAB CE social dialogue serves as a framework for information exchange and open discussion between air navigation service providers and employee representatives on issues related to working conditions, safety, training, and sector development.

The forum was opened by BHANSA Director Davorin Primorac, who emphasized the importance of continuous dialogue and coordinated action in an increasingly complex operational environment.

During the meeting, participants exchanged information on current developments and activities within the FAB CE program, including operational trends, regulatory initiatives, and technical projects. It was highlighted that European air traffic continues to grow, accompanied by significant volatility caused by geopolitical circumstances, which further strains the capacities of air navigation service providers.

Special attention was given to future regulatory frameworks, including initiatives related to the Single European Sky program and preparations for the new CP2 set of measures, both of which will significantly impact the provision of air navigation services in Europe.

As part of discussions on human resources, the results of comparative analyses of selection processes, training, and career development for air traffic controllers were presented. It was concluded that the sector is facing increasing challenges in attracting and retaining qualified personnel, as well as growing competition in the global labor market

Participants also discussed current operational and financial challenges, including increased capacity demands, cost pressures, and the impact of changes in air traffic patterns. The need for stronger regional cooperation and a coordinated approach towards European institutions was emphasized.

Social dialogue was recognized as a key element of system stability. It was noted that BHANSA maintains a constructive relationship with trade unions and social partners, contributing to the safe and efficient provision of air navigation services.

It was concluded that future FAB CE activities will focus on performance improvement, the development of shared technical solutions, and strengthening system resilience in an increasingly complex operational environment.

The next FAB CE Social Dialogue Forum meeting will be held in Vienna, hosted by Austro Control.
