FAB CE ANSPs agree common approach to electronics personnel training

At the start of March 2019 the seven air navigation service providers (ANSPs) of FAB CE will finalise their common approach to meeting the requirements for Air Traffic Safety Electronics Personnel (ATSEP) training required by European Commission Regulation 2017/373, the “Air Traffic Management Common Requirements Implementing Regulation” (ATM IR), which comes into effect on 2 January 2020.

It has required a considerable level of cooperation among FAB CE partners to develop a common approach to certifying ATSEP competency levels as each ANSP has deployed different technologies, and has different support and training requirements.

The agreed high level document sets out the core requirements for technical competence, language ability, refresher and emergency training, according to Croatia Control’s Zoran Jakšić, Chair of the FAB CE Human Resources and Training sub-committee, while more detailed issues such as initial training requirements remain within the competence of individual ANSPs.

As part of the process of a developing a common approach, ATSEP experts from FAB CE, FABEC and the UK’s NATS developed the QUASAR (QUestionnaire for ATSEP Standard Assessment Routines) tool - a common pool of up to 600 questions to standardize the assessment process for ATSEP training.

“One of the major benefits of this action is that it has shown FAB CE partners they can synergise their high level requirements – at the start each ANSP began individually to plan how they would meet the new regulation but we now have a common document,” said Zoran Jakšić. “We are now building on this work. By the end of the year will have organised two workshops on bringing together common practices among FAB CE member states for managing stress and fatigue levels among ATCOs, also required with the 373 regulation.”
